As previously posted, the dock repair that was being done by Island Bound Marine Service at City Of Daytona Beach city owned docks at Halifax Harbor Marina was shut down by the St of Fla Dept of Business and Professional Regulation.

Since then the City Mgr Jim Chisolm has gone out of his way to cover up the illegal acts Allowed by Skipper Buds Marina Mgt mgr Marc Philips.

Mr Chisolm complains that everone complains but no one offers solutions..Well....heres your solutions Mr City Manager!!!! lets see IF you have the ability or will to stop these illegal acts and recoup all monies spent illegally by Marc Phillips/ Skipper Buds/ Island Bound Marine Service. YOU HAVE A FIDUCIARY DUTY TO THE CITY AND ITS TAXPAYERS SIR!!!


1) immediatly fire Skipper Buds Mgt and all their staff..they have been acting illegally for many years filling their pockets, and their friends pockets with taxpayer money. funnelling jobs to marina staff friends and familiy members (several Skipper Buds mgt staff family members work for Island Bound), AND CONTINUE TO DO SO

2) if Marina Management acted without authority of the city with hiring an improperly licenced company to do repairs on city owned docks, the city has the ability and duty to file suit against Skipper Buds and recoup ALL TAXPAYER MONEY paid to the illegally operating contractor.

3) file suit against Island Bound Marine Service...they claimed to be a legally operating company, yet the state of florida shut them down. the state would never be able to shut down a legal operating company yet Island Bound WAS!!! City should file suit immediatly to recover any and all taxpayer money collected

IN ORDER FOR THE CITY TO LIMIT ITS LIABILITY FOR ILLEGAL DOCK WORK THEY MUST DO THE FOLLOWING;

1) hire a properly licenced dock repair company and rework all repairs done by Island Bound Marine

2) hire a legal engineer to oversee and properly inspect, permit and oversee rework ( the only person overseeing the repairs done by Isl Bound was reciently jailed for drug sales and possession.)

3) file suit to recover all taxpayer money that will be spent to redo all of Isl Bounds work from both Island Bounds Owner Fred (rick) Andereau and Skipper Buds mgr Marc Phillips



The taxpayers of Daytona Beach should never be held responsible for improper or illegal repairs done on the citys behalf.

The City has a FIDUCIARY DUTY TO RECOVER ALL ILLEGALLY SPENT TAXPAYER MONEY, NO MATTER WHAT THEY WANT TO DO, THIS IS THE ONLY WAY THE CITY WILL DILUTE THEIR LIABLITIY IN THESE MATTERS Time for City Coucil to do THEIR JOB and protect the citizens from financial liability in this matter!!!
